South Sudan Gender Statistics Strategy (2023–2033)
The South Sudan Gender Statistics Strategy 2023–2033 provides a ten year roadmap to strengthen the production, coordination, dissemination, and use of gender statistics across the National Statistical System. Developed by the National Bureau of Statistics (NBS) with the Ministry of Gender, Child and Social Welfare (MGCSW), UN Women, and COMESA, the strategy responds to critical gaps identified in the national gender data ecosystem, including weak institutional coordination, limited financial and human resources, outdated statistical frameworks, and severe shortages of sex disaggregated data.
The strategy emphasizes the need for a robust legal and institutional foundation for gender statistics, alignment with global and regional frameworks such as CEDAW, SDGs, Agenda 2063, and the Maputo Protocol, and the establishment of gender statistics units and focal points across ministries. It outlines five priority objectives: building institutional frameworks, updating legal and programmatic instruments, enhancing data production, establishing quality assurance standards, and increasing data accessibility and advocacy.
Key interventions include expanding survey programs—particularly GBV, time use, economic empowerment, and health focused data; strengthening administrative data systems such as CRVS, DHIS, EMIS, and security sector records; and increasing state level data capacity. The strategy also calls for the creation of a Gender Statistics Coordination Group, investment in technology, improved user producer dialogue, and production of regular gender statistical publications.
