UN Women East and Southern Africa Strategic Note 2026-2029

The UN Women East and Southern Africa (ESARO) Strategic Note 2026–2029 presents a comprehensive roadmap to advance gender equality and empower women and girls across 25 countries in the region. Building on notable gains such as increased women’s political participation and progressive legal reforms the strategy recognizes persistent structural challenges, including economic inequality, gender-based violence, climate vulnerabilities, and humanitarian crises that disproportionately affect women and girls.

Anchored in global, regional, and national frameworks, the Strategic Note prioritizes women’s leadership and decision-making, economic empowerment, elimination of violence against women and girls, gender-responsive peace and security, and strengthened gender data systems. It emphasizes UN Women’s triple mandate normative, coordination, and operational implemented in an integrated manner to ensure system-wide coherence and accountability.

The strategy outlines four key priorities: advancing accountability for gender commitments and women’s leadership; integrating gender equality into conflict prevention, humanitarian response, and climate resilience; removing barriers to women’s economic empowerment; and strengthening efforts to end violence against women and girls. These priorities are supported by integrated partnerships, innovative financing, and strengthened institutional capacities.

Ultimately, the Strategic Note aims to ensure that women and girls fully realize their rights, live free from violence and discrimination, and thrive in inclusive, peaceful societies. Through strong partnerships and coordinated action, UN Women positions itself as a catalyst for transformative, sustainable gender equality outcomes across East and Southern Africa.
