This model guides economic empowerment support for women and girls who have survived violence, including conflict-related violence, and are residing in shelters. Drawing on an assessment of shelters and vocational training centers in Ethiopia, it connects psychological safety and healing with opportunities to learn and earn. It outlines pathways to employment, self-employment, and cooperatives, while considering each survivor’s readiness, choices, and support needs. It also includes tools to monitor progress, safety, dignity, and survivors’ agency.
