UN Women is the UN agency mandated to promote gender equality and empowerment of women. In the East and Southern Africa Region, the organization has a presence in 13 Countries (Burundi, Ethiopia, Kenya, Malawi, Mozambique, Multi/Country Offices South Africa, Rwanda, Somalia, South Sudan, Sudan, Tanzania, Uganda, Zimbabwe). In countries where there is no presence, UN Women collaborates with the resident coordinator's office to advance gender equality.

Uganda's NAP Ill WPS 2021 - 2025 aims at ensuring sustained peace and security through enhanced meaningful participation of women in peace and development processes. The NAP I provides a strategic framework, through the WPS agenda, to mainstream UNSCR 1325 into national development and peace strategies, with the focus on strengthening the effective roles of women in the achievement of long-lasting peace in Uganda (MGLSD, 2021). Specifically, Uganda's NAP Ill aims to: Prevent all forms of violence and promote peace within families, communities and the nation; Promote meaningful participation of women in leadership and governance at all levels; Strengthen the capacity of women to mitigate and prevent natural and human-made disasters; and strengthen the institutional and coordination mechanism for WPS agenda at all levels.

The assessment offers a series of measures for re forming Ethiopian law to ensure that laws are gender sensitive and more effective at ensuring gender equal ity and non-discrimination. Most notable is that a total of 5 laws or provisions must be repealed in whole or in part; 26 laws must be revised or amended and two (2) new laws must be enacted to bring Ethiopia’s legislative framework in line with its regional and international obligations on gender equality and women’s empowerment. The WPS programme under evaluation with the title “Women lead and benefit from sustainable and inclusive peace and security in Uganda” was developed against a backdrop of conflict and post-conflict situations in Uganda including the post-conflict situation in northern Uganda noting that even though there is no active war, the limited engagement in transitional justice including reconciliation and reparations, has remained a severe challenge, with little accountability for atrocities committed during the 20- year civil war.

This publication describes the UN Women Rwanda Office's effort in dealing with Gender-Based Violence (GBV) victims using different approaches in both GBV prevention and response. It also provides success stories from different beneficiaries in relation to legal assistance which showed that in most cases it requires strong courage from the victims to bring the perpetrators to justice especially in the context of negative cultural beliefs, women's economic dependence, fear of discrimination and stigmatization among other challenges. The document also highlights the role of mobile legal clinic in increasing the proximity of legal services to the community including awareness-raising and legal literacy.
