Study on Administrative Data Systems on Discrimination and Inequality in Africa

During 2024, UN Women partnered with the Praia City Group on Governance statistics, conducted a study aimed at identifying the available and potential administrative data sources that could be used for producing statistics on discrimination and inequality as well as to determine the challenges and gaps hindering access to and use of administrative data. The findings of the study were used to inform the development of Praia City Group guidelines to National Statistics Offices (NSOs) and other producers of administrative data on the measurement of discrimination and inequality through the use of administrative data. The countries included as part of this study represented each sub-region of Africa; Northern Africa (Algeria, Morocco, Tunisia), Western and central Africa (Cameroon, Côte D'Ivoire, Gabon, Ghana, Mali, Nigeria, and Senegal), eastern Africa (Djibouti, Ethiopia, Kenya, Tanzania, and Uganda), Southern Africa (Botswana, Malawi, South Africa, Zambia, and Zimbabwe) and Lusophone countries (Mozambique and Cabo Verde).

The findings of the study suggest that there is still a heavy reliance on the use of survey and Census data in this area of work. There is therefore significant untapped potential for leveraging administrative data on discrimination and inequality for statisical purposes. Where they are produced regularly – for example in the case of crime statistics, this data is not always published and remain largely inaccessible. Several recommendations are also made towards improving the quality and use of these kinds of administrative data sources.
